This Google Photos keeps secret something on his settings that most of users they don’t care about it. Even you take backup regularly on the Google Photos Library. If you meet on the Settings page you have an two choices to select between uploading high quality photos and videos for free on photo library. While choosing unlimited storage free it makes shoots the camera with 16 megapixels or less and reducing the size of high quality of photos and videos, but at the same time if you upload the original photo and video files with full resolution, the GB will be counted more from your free quota.
When you look it on Google + Photos it has something different policy:
Only photos over 2048×2048 pixels and videos longer than 15 minutes count toward your storage limit. If you exceed your storage limit, you’ll receive warnings and you’ll need to free up storage as soon as you can. Otherwise, you won’t be able to sync or upload additional items to your Drive or add photos to Google+.
With this new policy, whether the selection is Original option. Your uploaded photos are coming with 16megapixel or less and videos high-definition or less, you have to use free upload storage, whatever the Google Photos give you a choice on the setting page. The difference between high quality or original are made from photos and videos it will not affect the Google’s policy anymore.
