When it comes to Android apps not every program has the certain type of Android version. The developer has created the version to support particular Android device only. When you are going to download and install the app from Google Play Store that you want it, before you get the app, you can see in the description field that mention minimum or maximum level of Android version only compatible.
To be clear every issue, you can check your smartphone what kind of Android version and build number have it on your device.
